Ukraine’s Strikes Have Disabled Nearly 43% of Russia’s Oil Refining Capacity

Ukraine’s long-range strike campaign has disabled 42.74% of Russia’s total oil refining capacity by design throughput, according to data released by the General Staff of the Armed Forces of Ukraine on July 4.

The General Staff said the figures reflect the cumulative impact of Ukrainian attacks on Russia’s energy infrastructure, which it says have disrupted refining operations, damaged fuel storage facilities, and increased pressure on the country’s fuel supply chain.

According to the General Staff, Ukrainian forces successfully struck eight Russian oil refineries over the past month alone.
The military also reported that more than 60 oil storage tanks had been destroyed or critically damaged, including facilities containing both refined petroleum products and crude oil. Of the affected tanks, 58% stored petroleum products, while 42% contained crude oil.
The General Staff estimated that cumulative losses to Russia’s oil refining sector have reached approximately $13.5 billion since August 2025.
The military said the strikes have contributed to fuel shortages in both Russia and Russian-occupied Ukrainian territories, while also reducing oil production. According to the General Staff, repair schedules at damaged facilities continue to be delayed because Russian operators face difficulties obtaining replacement equipment and spare parts.

Ukraine has steadily expanded its long-range strike campaign against Russian energy infrastructure over the past year, targeting refineries, oil depots, fuel terminals, and other facilities that support Russia’s military logistics and economy.
Kyiv has argued that these attacks are intended to reduce Russia’s ability to sustain its war effort by disrupting fuel production, storage, and distribution.
Earlier, The Moscow Times, citing Russian Ministry of Defense data, reported that Russia claimed to have “intercepted” more than 63,900 Ukrainian drones during the first half of 2026, as Ukraine expanded its long-range strike campaign against Russian oil refineries, military infrastructure, and defense-industrial facilities.
