Ukrainian Forces Strike Russian Factories Supplying Pantsir and Iskander Systems

Ukrainian forces struck three Russian industrial enterprises overnight on September 25 that manufacture critical components and solid rocket fuel for Russia’s missile systems, the General Staff of the Armed Forces of Ukraine reported.
Among the targeted facilities was the “Zavod Iskra” scientific production enterprise in Ulyanovsk. Part of Russia’s Almaz-Antey defense corporation, the plant specializes in producing semiconductor devices and electronic components for military communications, measuring equipment, and specialized radar gear.

According to the General Staff, the factory is a key supplier in the production chain for Kh-59M2 and Kh-59M2A guided aviation missiles, as well as the Pantsir-S anti-aircraft missile systems.
The overnight strikes also hit two major chemical facilities: the Efremov Synthetic Rubber Plant in the Tula region and the Voronezhsintezkauchuk plant near the city of Voronezh.
The General Staff confirmed that both chemical plants are involved in manufacturing solid rocket fuel used in Russia’s Iskander operational-tactical ballistic missile systems.
Emphasizing that the operations aim to degrade Russia’s military-economic potential, the military stated that targeting these defense supply chains is an exercise of Ukraine’s inherent right to self-defense under Article 51 of the UN Charter.
New satellite imagery had recently confirmed that a September 22 Ukrainian drone strike forced Rosneft’s Kuibyshev Oil Refinery in the Samara region to completely suspend operations.
The visual analysis revealed three crude storage tanks destroyed by fire, a fourth likely damaged, a scorched pumping station, and severe structural damage to the primary pipelines feeding the AVT-4 and AVT-5 crude distillation units.
