US Approves Potential $108 Million Hawk Air Defense Support Package for Ukraine

The US Department of State has approved a potential foreign military sale to Ukraine involving support equipment and services for MIM-23 Hawk air defense systems, with an estimated value of $108.1 million, according to an official announcement published on May 21.

According to the US Department of State, the Ukrainian government requested equipment and support related to the FrankenSAM Hawk program, including mast-mounted trailer systems, major repairs and maintenance services, spare parts, consumables, engineering assistance, and logistical support provided by the US government and contractors.
“The proposed sale will support the foreign policy and national security objectives of the United States by improving the security of a partner country that is a force for political and economic stability in Europe,” the State Department said in its statement.

The agency added that the package would improve Ukraine’s ability to counter “current and future threats” while not altering “the basic military balance in the region.”
According to the Defense Security Cooperation Agency, Sierra Nevada Corporation will serve as the principal contractor for the program.
The proposed package does not include new Hawk launchers or missiles, but focuses on sustaining and modernizing existing systems already operated by Ukraine’s Air Force. The requested support includes repair and return services, technical modifications, engineering assistance, and other logistics and program support elements tied to FrankenSAM Hawk systems.
The MIM-23 Hawk is a US-made medium-range surface-to-air missile system originally introduced during the Cold War. Modernized Phase III variants are capable of intercepting aerial targets at ranges of up to 40 kilometers and altitudes of approximately 18 kilometers.

Ukraine began receiving Hawk systems from Western partners in late 2022 as part of international military assistance packages. Ukrainian forces have since used the systems to defend cities and strategic infrastructure against Russian cruise missiles and drone attacks.
In July 2025, the US also approved another potential Hawk-related sale to Ukraine valued at up to $172 million. That package included Hawk Phase III systems, maintenance support, training, and associated equipment.
Despite the system’s age, Hawk platforms remain operational due to extensive modernization programs carried out during the 1990s, including the integration of digital electronics, upgraded radar systems, and modernized command infrastructure.
