US Senator Rick Scott Calls Putin a 'Thug', Demands Secondary Sanctions on Russian Allies

US Senator Rick Scott urged Congress to immediately pass the Sanctioning Russia Act of 2026 to cripple Moscow’s war economy and penalize its foreign backers, according to an interview with Radio Free Europe/Radio Liberty (RFE/RL) published on August 4.
He framed the defense of Ukraine as essential to confronting a broader authoritarian coalition of Russia, China, Iran, and North Korea.

The proposed legislation has already cleared key procedural hurdles in Congress. The bipartisan bill, drafted by the late Senator Lindsey Graham and championed by Democratic Senator Richard Blumenthal, secured over 60 Senate co-sponsors. It targets Russia’s energy revenues and shadow fleet while securing conditional backing from US President Donald Trump in memory of Graham.
Scott, an influential Florida Republican who chairs a Senate Armed Services subcommittee, emphasized that secondary sanctions must target any nation enabling Moscow’s invasion. “If you support what Russia is doing, then you should be sanctioned. There’s no question about it,” Scott told RFE/RL.

Senator stressed that autocratic regimes in Moscow, Beijing, Tehran, and Pyongyang are actively coordinating to undermine democratic institutions. “They hate our way of life… They’re going to work together to do it, and they have worked together to do it,” Scott stated. He argued that passing sweeping economic measures remains a critical step toward holding adversaries accountable and ensuring Ukraine wins the war.

Addressing geopolitical calculations in Washington, the senator asserted that the Kremlin severely misjudged American policy and presidential resolve. Scott told RFE/RL that Putin incorrectly assumed he could exploit Western divisions, adding that the Russian leader “underestimated Trump’s commitment to freedom around the world.”
Despite ongoing debates over defense supply chains and air defense availability, Scott expressed confidence in the administration’s intent to sustain military assistance to Kyiv. “When I talk to the White House, they’re absolutely committed to Ukraine, and I’m very comfortable that they’re going to provide Ukraine the weapons they need when they need them,” Scott told RFE/RL.
Highlighting battlefield dynamics, Scott lauded Ukraine’s adoption of asymmetric drone technology and urged defense officials to finalize a bilateral cooperation agreement, according to RFE/RL.

Following meetings with Ukrainian commanders on Capitol Hill, the senator noted how small, specialized units utilizing autonomous systems and tight feedback loops between operators and engineers have destroyed billions of dollars in Russian equipment on minimal budgets.
Scott told RFE/RL that Ukrainian forces have successfully shifted the economic burden of the war directly onto Russian soil while restricting strikes to military assets, concluding that “what the Ukrainians have done is show that corrupt dictatorships fail and freedom prevails.”
Alongside the battlefield strikes, the economic pressure Scott advocated is built into the specific tariff provisions of the pending legislation. It was recently reported that the Sanctioning Russia Act would authorize a 500% baseline tariff on Russian imports into the US and 100% secondary tariffs on the top five global buyers of Russian oil and gas. This specifically targets major consumers like China and India—while extending the Iran Sanctions Act through 2031.
