Ukraine is convening an emergency meeting of the UN Security Council following Russian strikes on Dnipro, Chernihiv, and Kremenchuk that killed 20 Ukrainians and wounded dozens more, Ukraine’s UN envoy announced on October 30.

Ukraine’s permanent representative to the UN, Andrii Melnyk, announced the move on X, accusing Russia of deliberately targeting civilians in the three cities.

"Following Russia’s latest barbaric atrocities against Ukrainian civilians in Dnipro, Chernihiv & Kremenchuk, where Russian missiles deliberately slaughtered 20 Ukrainians & wounded dozens more, we are convening an emergency meeting," Melnyk wrote.

The Ukrainian diplomat also demanded Russia’s removal, concluding his message with the words "Kick Russia out."

The appeal reflects Ukraine’s continuing efforts to bring Russian attacks on civilians before the UN Security Council. Russia remains one of the council’s five permanent members, giving Moscow veto power over substantive resolutions and allowing it to block measures it opposes.

Ukraine has also turned to other international bodies to press Moscow over its treatment of civilians.

On September 30, Kyiv initiated urgent consideration at the OSCE Permanent Council of the humanitarian crisis in temporarily occupied Oleshky, a Kherson region city on the left bank of the Dnipro, held by Russian forces since February 2022.

Residents there have faced severe shortages of food, medicine, clean water, electricity, and medical care, while mines and Russian military activity have made evacuation extremely dangerous. Russia had still not guaranteed safe humanitarian access to the city or nearby Hola Prystan.
