European Commission Accuses Russia of Launching Hybrid Campaign to Swing Armenia Elections

The European Commission has issued a stark warning regarding the integrity of Armenia's upcoming parliamentary elections.
Officials in Brussels claim that Russia is actively attempting to sway the results through a campaign of hybrid pressure and information manipulation, according to Suspilne News on June 1.

European Commission spokesperson Anwar El-Anouni stated that Armenia, as a sovereign and democratic state, maintains the fundamental right to determine its own political trajectory and select its international partners without outside interference.
According to El-Anouni, the European Union has documented clear evidence of external meddling. He noted that these efforts, which include aggressive information operations and economic pressure, are specifically designed to influence the legislative process.
"We support Armenia's democratic resilience, particularly in countering hybrid threats, foreign information manipulation and attempts to undermine trust in democratic institutions. The timing is no coincidence—Russia seeks to harm Armenia's economy and influence the results of the elections," El-Anouni said.
The European Commission reaffirmed its commitment to providing ongoing support to Armenia as it works to counter external pressure and efforts to destabilize the country. Chief spokesperson for the European Commission, Paula Pinho, highlighted that the strengthening of ties between the EU and Armenia serves as a definitive signal of support for the democratic aspirations of the Armenian people.

"The Armenia–EU Summit is proof that we are listening to the citizens of Armenia, who support closer cooperation with the European Union," Pinho noted.
These tensions follow a series of recent developments regarding Armenia’s foreign policy. On May 9, Russian leader Vladimir Putin suggested that it would be "the right thing" for Armenia to hold a referendum on EU membership and its future within the Eurasian Economic Union.
Subsequently, on May 29, the Supreme Eurasian Economic Council—comprising Russia, Belarus, Kazakhstan, and Kyrgyzstan—called on Armenia to hold a national referendum to decide between European integration and continued membership in the trade bloc.
Armenian Prime Minister Nikol Pashinyan addressed these calls on June 1, stating that because Yerevan has not yet officially requested EU accession, a referendum on the matter would currently be illogical. He added that the government intends to maintain its work within the Eurasian Economic Union until the point where a choice between the two becomes inevitable.

The path toward European integration has been a major focus for Yerevan over the past year and a half.
In January 2025, the Armenian government approved a bill to initiate the EU accession process, with Prime Minister Pashinyan emphasizing the need to develop a roadmap and fulfill constitutional requirements for a public referendum. By February 2025, the Armenian parliament had officially passed legislation to begin the process of seeking European Union membership.
The Kremlin launched a coordinated campaign to prevent Armenia from pivoting toward the West by deploying a massive voter-transport operation, spreading disinformation, and issuing direct threats against Prime Minister Nikol Pashinyan ahead of the parliamentary elections.
Through the newly established Directorate for Strategic Cooperation and Partnership, Russian authorities allocated approximately $50 million to transport around 100,000 Russia-based Armenians across the border to cast ballots against the incumbent government.
Furthermore, Moscow utilized the sanctioned Social Design Agency and the Storm-1516 bot network to disseminate manufactured narratives designed to undermine trust in Pashinyan’s administration and portray his political agenda as a threat to national stability.
