Former BMW Designer Pierre Leclercq Granted Russian Citizenship by Executive Decree

Former BMW and current Citroën design chief Pierre Leclercq has been granted Russian citizenship, Meduza reported, citing a decree published by Russian leader Vladimir Putin on July 13.
Leclercq, a Belgian national, is widely recognized for his high-profile contributions to the global automotive industry. During his tenure at German automaker BMW, he designed the exterior layout for the company’s prominent X5 and X6 sports utility vehicles.

Following his time in Germany, Leclercq transitioned to the Chinese automotive sector, where he led the design department at Great Wall Motors from 2013 to 2017 and oversaw major projects including the Haval H6 crossover. Meduza writes that the executive decree notes his naturalization alongside a career path that later included a stint at South Korea’s Kia Motors before he assumed his current role leading the design division at French manufacturer Citroën.

The specific motivations behind the Belgian designer’s decision to seek a Russian passport have not been publicly disclosed, Meduza wrote.
The naturalization of a prominent foreign designer coincides with mounting financial losses across Russia’s domestic automotive sector. Major Russian state-backed manufacturers, including Kamaz and AvtoVAZ, are grappling with severe market contractions driven by central bank interest rate hikes and aggressive competition from localized Chinese brands, forcing local car plants to scale back production timelines to avoid overfilling warehouses.
