In Historic Speech, King Charles III Urges US Congress to Lead on Ukraine With “Unyielding Resolve”

King Charles III used a rare address to the US Congress to call for stronger, coordinated action in support of Ukraine, framing the war as a defining test of Western resolve and unity, according to The Guardian on April 29.

Speaking before lawmakers, the British monarch placed Ukraine at the center of a broader argument about security, alliances, and the responsibility of democratic nations in a time of global instability.

The visit marks the first state visit by a British monarch to the United States since 2007, when Queen Elizabeth II traveled to mark the 400th anniversary of Jamestown.

It also comes as the US prepares to celebrate the 250th anniversary of the Declaration of Independence.

State visits—formal invitations extended to heads of state—are rare and distinct from the “official” or “working” visits typically conducted by British prime ministers, underscoring the significance of the trip.

Ukraine at the center of Western resolve

“Today, Mr Speaker, that same, unyielding resolve is needed for the defence of Ukraine and her most courageous people,” Charles said. “It is needed in order to secure a truly just and lasting peace.”

He linked the current moment to past transatlantic cooperation, recalling how the United States and its allies responded together after the September 11 attacks.

“In the immediate aftermath of 9/11, when NATO invoked Article Five for the first time, and the United Nations Security Council was united in the face of terror, we answered the call together,” he said. “Today… that same, unyielding resolve is needed.”

The remarks were met with sustained applause in the chamber, underscoring the political resonance of the message.

Charles framed the war in Ukraine as part of a broader set of global challenges, arguing that no country can face them alone and warning against a retreat into isolationism.

“The challenges we face are too great for any one nation to bear alone,” he said. “But in this unpredictable environment, our alliance cannot rest on past achievements.”

NATO alliance, US-UK ties, global security agenda

He emphasized the importance of the US-UK partnership, describing it as “truly unique” and more important now than at any point in recent history.

“That partnership, I believe… is more important today than it has ever been,” he said.

The monarch also pointed to the need for increased defense investment, noting that the United Kingdom has committed to its largest sustained rise in military spending since the Cold War.

“The United Kingdom recognises that the threats we face demand a transformation in British defence,” he said.

Beyond Ukraine, Charles touched on the role of NATO, joint military programs such as the F-35 fighter and the AUKUS submarine partnership, and expanding cooperation in emerging technologies.

He also stressed the global influence of the United States, arguing that its actions carry particular weight on the world stage.

“America’s words carry weight and meaning,” he said. “The actions of this great nation matter even more.”

In closing, Charles urged continued international cooperation and warned against inward-looking policies, calling on allies to remain united in defending shared values.

“I pray with all my heart that our alliance will continue to defend our shared values… and that we ignore the clarion calls to become ever more inward-looking,” he said.

Earlier, Prince Harry arrived in Kyiv in an unannounced visit, marking his second trip to Ukraine in recent months and underscoring continued international attention on the war.
