Italy Rejects PURL Funding for Ukraine While Redefining Own Defense Budget

The Italian government has reaffirmed its decision not to finance the procurement of American weapons for Ukraine through the Prioritized Ukraine Requirements List (PURL) mechanism, maintaining a stance first established in December 2025.
International partners recently pledged nearly $1 billion to the PURL framework during a Ramstein-format meeting, including $100 million from Australia. However, Rome continues to reject the initiative. Italy is reclassifying existing domestic budget items to meet defense targets instead of increasing actual military funding, which remains below 1.5% of its GDP, Defense Express reported on June 19.

Italian Defense Minister Guido Crosetto officially confirmed this position during a parliamentary address, emphasizing that Rome's stance was clear from the beginning. The decision persists despite half a year of active hostilities following Russia’s full-scale invasion of Ukraine, even as other European nations view the mechanism as a vital tool for collective security.
Furthermore, Rome continues to avoid European financial mechanisms designed to bolster military capabilities. The government has not utilized the NEC mechanism, which allows EU member states to exclude defense investments when calculating the 3% budget deficit limit.
Italy has also abstained from the SAFE mechanism, which offers long-term, low-interest loans for military procurement, although internal discussions on the matter are ongoing, as reported by Defense Express
Such cheap credit lines could potentially support Rome’s planned modernization of its land forces, which includes a project to acquire more than 1,000 Lynx infantry fighting vehicles from Rheinmetall.

The core issue remains the government's hesitance to genuinely increase its defense budget. In 2025, Italy claimed its defense spending met the 2% GDP threshold by simply reclassifying the Carabinieri, the tax police, space programs, and cybersecurity under the defense category.
Despite statements from Italian Prime Minister Giorgia Meloni that the country will reach 2.8% of GDP on defense in 2026, reports indicate this will be achieved through a similar reallocation of unrelated budget lines rather than new funding.
The PURL initiative was launched by the United States and NATO to streamline the supply of essential, US-manufactured weaponry to Ukraine. Since its inception on July 14, 2025, the program scaled rapidly as partner nations pooled financial contributions to fund a prioritized list of defense needs.
By May 2026, the initiative included over 27 partner nations and became a cornerstone of Ukraine’s aerial defense strategy, accounting for more than 90% of the country’s anti-ballistic missile capabilities.
