Lithuania Prepares Vilnius Evacuation Routes to Poland Amid Security Threats

Lithuania has prepared a detailed population evacuation plan in the event of a military threat, Polskie Radio reported on September 16.

Poland’s Podlaskie Voivodeship is coordinating to serve as a transit corridor for Baltic residents.

The updated Lithuanian strategy designates the Polish border as one of three primary evacuation routes for residents of the capital, Vilnius. The timing and sequence of civilian relocation will depend entirely on the location and scale of the threat.

Žygimantas Solovjovas, a representative of the Vilnius City Municipality’s Civil Defense Department, outlined the operational timeline for a potential mass relocation.

“The country’s authorities presented an updated plan a year ago, according to which one of the evacuation directions from the capital should be Poland,” Solovjovas told Polskie Radio.

“The remaining directions lead to the north and west of the country. Evacuation should begin before a direct threat arises. Residents of Vilnius should not count on leaving the city via one of the evacuation routes during a bombardment,” he continued.

In the event of active shelling, officials stressed that residents must instead take cover in designated shelters. Polskie Radio wrote that the primary goal of the updated framework is to accustom the public to treating evacuation as a strictly controlled process.

Poland’s Ministry of the Interior and Administration integrated the Podlaskie Voivodeship into the broader Baltic evacuation system in direct response to the Russian invasion of Ukraine happening near its eastern borders and the risk of escalation.

All local government bodies within the Polish region are currently drafting emergency action plans to facilitate the potential transit of civilians.

Ten Northern European nations have previously signed an agreement to develop joint cross-border civilian evacuation plans in the event of a war. The initiative includes Germany, Poland, and eight Nordic and Baltic countries. The crisis strategy will establish designated transport corridors, housing logistics, and registration protocols for mass relocations.

“The agreement provides the possibility to temporarily move people across borders in the event of a crisis or, in the worst case, war,” the ministry stated.
