Norway and EU Partner on Multi Million Dollar Funding Package for Ukraine Winter Energy Needs

Norway and the European Union have signed an agreement providing over 400 million kroner ($43.1M) to secure Ukraine’s energy system before the winter season begins.
Norwegian Foreign Minister Espen Barth Eide announced that Norway is allocating 425 million kroner ($45.8M) to develop renewable energy sources, battery storage systems, and decentralized energy networks to minimize the power grid's vulnerability, according to NRK on May 26.

The financial support will be routed through the EU to assist Ukraine in modernizing its critical infrastructure.
According to Eide, "Ukraine has to get through the next winter as well, while at the same time building an energy system that is less vulnerable to new attacks."
This allocation follows earlier financial commitments from Oslo. At the end of 2025, the Norwegian government stated that its total financial support for Ukraine would reach 19 billion euros ($20.5B) in 2026.

Additionally, reports from late March indicated that Ukrainian and Norwegian businesses would receive 93 million kroner ($10M), or 8 million euros ($8.6M), in government backing for pilot initiatives focusing on renewable energy and pharmaceutical supplies.
On January 12, 2026, the Norwegian government provided $200 million for urgent winter needs, focusing primarily on gas purchases and critical energy sector repairs to maintain heating and electricity across the country.
This funding was part of a larger $400 million assistance package officially announced in Kyiv by Norway’s Foreign Minister Espen Barth Eide during a joint briefing with Ukraine’s Foreign Minister Andrii Sybiha.
Delivered in cooperation with the European Union, the financial support aimed to stabilize the vulnerable power grid and shield Ukrainian households, businesses, and public institutions from the ongoing impact of Russia’s full-scale invasion. Ultimately, the initiative sought to keep the wheels of the country turning during another difficult season.
