Norway Announces $400 Million Aid Package for Ukraine to Support Energy and Budget Needs

Norway has announced a new $400 million assistance package for Ukraine, splitting the funding evenly between urgent winter support and budgetary aid.

The announcement was made in Kyiv by Norway’s Foreign Minister Espen Barth Eide during a joint briefing with Ukraine’s Foreign Minister Andrii Sybiha, according to Ukrinform on January 12.

“I want to confirm that today we are announcing a new support package under which $400 million will be transferred immediately. Of this amount, $200 million will go toward urgent winter needs: the purchase of gas and repairs to the energy sector, so that heating and electricity continue to function,” Eide said.

Previously, in October 2025, Norway also committed an additional $149.2 million to help ensure access to electricity and heating across Ukraine, reinforcing earlier support measures.

According to a statement released by the Norwegian government, the funding is being provided in cooperation with the European Union and is aimed at covering Ukraine’s energy needs as the country enters its fourth winter since the start of Russia’s full-scale invasion.

“Ukraine is facing another difficult winter and the power supply in the country is unstable. Together with the EU, Norway is stepping up efforts to ensure that Ukrainian households, businesses and institutions have access to energy. These efforts are important both for individual Ukrainians and for keeping the wheels of the country turning,” said Jonas Gahr Støre.

Earlier, Russian forces carried out overnight strikes on Ukraine’s Volyn region, inflicting heavy damage on energy facilities, leaving more than 103,000 consumers without power.
