Russian Crude Piles Up at Sea as Refinery Strikes Cripple Oil Flows

Ukrainian drone strikes on Russian oil refineries are creating a massive logistical bottleneck, leaving Moscow struggling to offload the raw crude oil it is now forced to export.

The volume of stored on tankers has surged approximately 135 million barrels, hovering near its highest level since the beginning of the year, according to Bloomberg on July 14.

Russia’s average seaborne crude exports remained nearly flat at 4.21 million barrels per day over the four weeks leading to July 12. This figure is only 10,000 barrels shy of the highest export rate recorded since Russia’s full-scale invasion of Ukraine in 2022.

However, this sharp increase in crude exports does not reflect actual deliveries to global buyers. Instead, cargo volumes are building up rapidly in the ocean.

This shipping logjam is directly linked to Ukrainian aerial strikes on domestic processing plants. Unable to refine the oil at home, Russia is redirecting raw crude to foreign markets to keep wells flowing, despite an overall decline in national production.

As a result, the crude is spending significantly longer periods at sea. Currently, five tankers loaded with Urals crude are anchored off the Mediterranean coast of Egypt, while another five are stationary near Singapore's Riau islands, a known transshipment hub for the shadow fleet handling sanctioned oil.

Similarly, Far Eastern Russian crude grades, such as Sokol and Sakhalin Blend, are experiencing weeks-long delays as they wait to transfer from shuttle tankers to larger ocean-going vessels. Several cargoes of ESPO crude are also idling near Russia’s primary Pacific oil terminal in Kozmino.

The disruption is also impacting Moscow's financial returns. Bloomberg reports that during the four weeks ending July 12, the estimated weekly value of Russia's crude exports fell to $1.68 billion, marking a drop of roughly $200 million compared to the previous week.

Ukraine has significantly scaled up its campaign against Russian oil infrastructure in recent months. Since the beginning of 2026, the frequency of Ukrainian strikes targeting Russian refineries has increased elevenfold, triggering a severe domestic fuel crisis across Russia.

On July 12, 2026, Ukraine’s military intelligence (HUR), in coordination with the Unmanned Systems Forces and the State Border Guard Service, carried out a successful overnight deep-strike operation that set Russia’s Syzran oil refinery on fire.

The long-range strike, targeting the Rosneft -owned facility located over 800 kilometers from the Ukrainian border, reportedly damaged the primary ELOU-AVT-5 crude oil processing unit, which accounted for up to 30% of the refinery’s processing capacity.
