Ukraine Says Five Ceasefire Formats Are Ready—Russia Has Yet to Agree

Ukraine is working with international partners on five possible ceasefire formats and is ready to implement them if Russia agrees, the Foreign Ministry announced on October 7.

RBC-Ukraine reported the development from a Foreign Ministry briefing, citing ministry spokesperson Heorhii Tykhyi. The outlet noted that the five options were previously outlined by Foreign Minister Andrii Sybiha and developed with Ukrainian diplomatic participation.

"It takes two to tango, so the Russian side needs to agree to these modalities. The proposals, in our view, are mutually beneficial and realistic," Tykhyi stated, according to the outlet.

RBC-Ukraine reported that Ukraine is working on five main formats:

  • a full and unconditional ceasefire, which Ukraine accepted in March 2025 and which remains pending a corresponding Russian decision;

  • a Black Sea format focused on maritime security, being developed with Türkiye and Egypt;

  • a Black Sea food-security arrangement intended to protect food exports, with active Indian involvement;

  • an energy ceasefire track supported by India, aimed at halting attacks on energy infrastructure;

  • a US-backed energy ceasefire initiative previously discussed by Ukrainian President Volodymyr Zelenskyy and US President Donald Trump.

Tykhyi also urged the public to assess statements about the peace process carefully. RBC-Ukraine quoted him as rejecting efforts to shift responsibility for the continuation of the war from Moscow to Kyiv as political manipulation.

India has meanwhile taken a growing role in several of the proposed diplomatic tracks. Earlier reports indicated that New Delhi is working on Black Sea maritime security and an energy ceasefire, while Ukraine’s Foreign Ministry confirmed cooperation with India on those proposals.
