Ukrainian Minister of Foreign Affairs Andrii Sybiha held a telephone conversation with Iranian Foreign Minister Abbas Araghchi on July 28, following statements from Tehran regarding potential strikes.

Writing on social media platform X, Sybiha described the dialogue as "frank" and noted that diplomacy remains a tool for direct discussion even during difficult circumstances. He noted that Ukraine’s primary goal is to avoid any further escalation.
Sybiha stated that all military actions taken by Ukrainian forces are meant exclusively to defend against Russia’s full-scale invasion of Ukraine.
He stated, "I emphasized once again that all actions of Ukraine are directed exclusively at defending our country from Russian aggression and have never been directed against civilian vessels or people."

Addressing statements from Iran regarding the death of an Iranian citizen and damage to a civilian vessel during a recent incident, Sybiha pointed to Moscow's responsibility.
"Our goal is to counter Russian aggression, which is the root cause of all incidents, and it is Russia that bears full responsibility for all provocations and casualties," Sybiha said.
During the discussion, the Ukrainian foreign minister urged Iran to refrain from actions that could cause further escalation and called on Tehran to cease its support for Russia’s full-scale invasion of Ukraine.
Sybiha concluded his statement by highlighting the need for regional stability. "This war is illegal and must end. Our position remains unchanged: Europe and the Middle East deserve stability, security, and peace," he stated.
On July 27, 2026, Sybiha rejected threats from Iran regarding an alleged attack on an Iranian commercial vessel, calling Tehran's statements unjustified and groundless.
Tehran’s claims followed a long-range drone operation by Ukraine’s Security Service that struck sanctioned cargo vessels transporting Iranian military hardware to Russia across the Caspian Sea supply corridor.
