US special envoys Witkoff and Kushner Plan First Kyiv Trip Following White House Talks

US special envoy Steve Witkoff and Jared Kushner have agreed to make their first official visit to Kyiv as part of renewed efforts to negotiate an end to Russia’s war against Ukraine, the Financial Times reported on July 29.

This follows high-level talks between US President Donald Trump and Ukrainian President Volodymyr Zelenskyy in the Oval Office on July 28. Zelenskyy visited the United States to attend the funeral of the late Senator Lindsey Graham and conduct strategic discussions at the White House.

The upcoming diplomatic mission underscores a significant turnaround in bilateral relations between Washington and Kyiv. Ukrainian officials privately attribute the shift to months of adviser-level engagement aimed at reframing the war for the White House.

This effort gradually reversed earlier friction, with Ukrainian aides tracing the initial thaw back to a brief encounter between the two leaders at Pope Francis’s funeral in St. Peter’s Basilica on April 26 last year, following a contentious Oval Office meeting earlier in February 2025, the Financial Times reported.

A central element of Kyiv’s strategy has been appealing to Trump’s preference for aligning with decisive operational momentum. During a prior meeting at the NATO summit in Ankara, Trump praised Ukraine’s long-range drone campaign targeting Russia’s energy infrastructure, describing the strikes as “doing very well.”

Addressing this dynamic, Zelenskyy noted that the US leader is viewing the war through a new lens, stating that “President Trump wants to be where there’s success,” and adding that this perspective is “tied to many things — not only to his personality, but to the approaching elections, to his status, to his belief in how this war can be ended.”

This change in stance within conservative circles was further reflected in the recent Kyiv visit of prominent right-wing commentator Laura Loomer. Ukrainian officials engaged extensively with Loomer, even uncovering the 1895 Vinnytsia birth certificate of her paternal great-grandfather, Pinkus Loomer, in an effort to counter Kremlin narratives on the American right. After Loomer interviewed Zelenskyy about his military strategy, Trump amplified the exchange on social media, calling it “Very good!!!”, according to the Financial Times.

The diplomatic progress coincides with a major domestic political transition in Kyiv, where Zelenskyy recently initiated a sweeping reshuffle of top government and military positions—including the defense ministry and armed forces leadership. The reorganization aims to sustain battlefield momentum and streamline resource management as Kyiv seeks to lock in long-term strategic commitments from Washington, the Financial Times detailed.

In a recent interview, Volodymyr Zelenskyy had also stated that Russian forces have lost the strategic initiative, identifying Russian leader Vladimir Putin as the primary obstacle to securing a ceasefire agreement.

“We want to stop this war. … We are asking to stop this war each day, minimum, to negotiate a ceasefire for some period of time and give the possibility for diplomats to negotiate,” Zelenskyy stated. “But Putin doesn’t want, so this is the problem. That’s why we need to respond, be tough, be strong.”
