The European Union’s top foreign policy official has dismissed Russia’s claim that Ukraine attempted a drone strike on the residence of Russian leader Vladimir Putin as a calculated act of disinformation aimed at derailing peace efforts, according to Kaja Kallas on X on December 31.

Moscow’s allegations regarding an alleged Ukrainian attack near Valdai were not grounded in evidence and should not be taken at face value, she wrote.

“Russia’s claim that Ukraine recently targeted key government sites in Russia is a deliberate distraction. Moscow aims to derail real progress towards peace by Ukraine and its Western partners,” Kallas said.

She cautioned international audiences against accepting such assertions from a state she described as the aggressor in the war, noting Russia’s own record of sustained attacks on civilian targets.

“No one should accept unfounded claims from the aggressor who has indiscriminately targeted Ukraine’s infrastructure and civilians since the start of the war.”

Russia’s accusation follows a series of high-profile statements by senior Russian officials alleging that Ukrainian drones attempted to strike a residence linked to Putin in Russia’s Novgorod region—claims that have not been independently verified and have been contradicted by multiple open-source and Western assessments.

Earlier, analysts at the Institute for the Study of War, an American nonprofit research group, said they have found no evidence to support claims by Russia’s foreign minister that Ukrainian drones targeted a residence used by Russian leader Vladimir Putin near Valdai in Russia’s Novgorod region.
