At Ramstein, Ukraine Outlines Three-Front War Strategy: Air Defense, Battlefield and Economic Pressure

Ukrainian Defense Minister Mykhailo Fedorov outlined critical aspects of Ukraine’s military strategy and the essential role of international support in achieving key defense objectives during his address at the Ukraine Defense Contact Group on April 15.

Fedorov emphasized the urgency of Ukraine’s approach to the war, which is centered on three key domains: air defense, land operations, and economic pressure on Russia.

A key focus of his speech was Ukraine’s bolstered air defense systems, with Fedorov highlighting the success of these systems, particularly noting that the interception rate for cruise missiles now exceeds 80%, and drones are being intercepted at a rate of over 90%.

“Since the beginning of this winter, the enemy has launched 462 ballistic missiles, nearly 600 cruise missiles, and 27,000 Shahed drones. Ukraine stood strong,” Fedorov stated, adding, “We have reinforced our air defense. I thank our partners for their support through the PURL program. Germany, the Netherlands, Spain, and Poland—have provided Patriot missiles. The United States—has given the possibility for our partners to purchase the necessary interceptors.”

On the battlefield, Fedorov stressed that Ukraine is not just holding its positions but is also intensifying pressure on Russian forces.

“Russian losses have reached a level exceeding the tempo of their mobilization. We are making every meter of Ukrainian land exceptionally costly for the enemy. Today, Russia loses 254 soldiers for every square kilometer, and in Donetsk region—on average 428,” he explained.

In addition to the military front, Fedorov pointed to Ukraine’s ongoing pressure on Russia’s economy, particularly in the energy sector.

“We are increasing pressure on Russia’s economy, particularly the energy sector. We are disrupting logistics, increasing losses to reduce resources for financing the war,” the minister added.

Looking ahead, Fedorov reiterated Ukraine's continued focus on strengthening air defense, mass production of drones and rockets, and enhancing long-range artillery capabilities. “Our priorities remain unchanged,” he affirmed.

Fedorov also introduced new initiatives aimed at alleviating the suffering caused by the war, emphasizing that these efforts represent a “win-win” partnership with international allies. “Together, we are moving closer to a just and lasting peace,” he concluded.

The Ukraine Defense Contact Group (UDCG), also known as the Ramstein Group, which is taking place in a hybrid format, brought together high-ranking defense officials from around the world, including German Defense Minister Boris Pistorius, UK Secretary of State for Defense John Heal, and NATO Secretary General Mark Rutte, who participated in the discussions.

Just a day earlier, Ukraine and Germany have finalized a significant defense agreement valued at €4 billion ($4.3 billion), aimed at bolstering Ukraine’s air defense, enhancing long-range strike capabilities, and initiating joint drone production, as stated by Mykhailo Fedorov.

The defense package encompasses several crucial elements, including Germany’s funding for the procurement of several hundred Patriot missiles, which will notably strengthen the defense of Ukrainian cities and vital infrastructure.

Additionally, the agreement includes the delivery of 36 IRIS-T launch systems, further fortifying Ukraine’s multi-layered air defense capabilities.
