Croatia has allocated its 14th military aid package to Ukraine and is preparing a 15th by the end of 2025, President Volodymyr Zelenskyy said on October 28 following talks in Kyiv with Croatian Deputy Prime Minister and Defense Minister Ivan Anušić.

“We are grateful to the Croatian government and people for their support of Ukraine–and for every package of military assistance, including the 14th already allocated and the 15th planned by the end of the year,” Zelenskyy stated after the meeting.

He added that the two sides discussed projects under the PURL initiative related to air defense, the use of the EU’s SAFE mechanism, and cooperation on veteran policy: “A separate and highly relevant topic was veteran policy… We are interested in Croatia’s experience in this area,” Zelenskyy said.

Ukraine’s Minister of Defense Denys Shmyhal also met with Anušić to discuss expanding defense-industrial cooperation, including demining initiatives and the potential joint production of FPV drones. Shmyhal emphasized the importance of Croatia’s experience in post-war recovery and reintegration of veterans, and welcomed the prospect of Croatian participation in the PURL and SAFE mechanisms.

According to official readouts and reports from the Croatian Defense Ministry, Anušić’s visit to Kyiv included the signing of a letter of intent on joint weapons production and further development of defense-industry ties.

Croatian media confirmed that preparations are underway for the 15th aid package, with Zagreb reaffirming its commitment to long-term support for Ukraine’s defense and reconstruction efforts.

Earlier, it was reported that Croatia and Ukraine signed a Letter of Intent to expand joint arms-production and deepen defense-industrial ties, with Ukraine’s Defense Minister saying Croatia had provided 13 military-aid packages so far and that a 14th was expected, and a 15th before year-end.
