Emerging Peace Plan to End War Will Be a US–Ukraine Bilateral Agreement, Officials Say

The emerging peace plan to end Russia’s war against Ukraine is expected to be drafted as a bilateral agreement between the United States and Ukraine, US Army spokesperson Dave Butler said, according to RBC-Ukraine on November 20.
Butler, speaking after US Defense Minister Dan Driscoll’s meeting with President Volodymyr Zelenskyy, said the parties had agreed to “aggressive signing timelines.”

“This will initially be a US-Ukraine agreement. It is a comprehensive plan to bring the war to an end,” he said.
Driscoll and Zelenskyy met privately for one hour before holding a second hour of discussions with their teams.

“President Trump dispatched representatives from the US Army because we have been partners with Ukraine from the very beginning,” Butler said. “We are here to support the Ukrainian people and ensure the plan is sound.”
Earlier, The White House reaffirmed its commitment to ending the war in Ukraine, saying President Trump and his national security team are “steadfast” in their efforts as a new peace plan continues to develop.
