Germany, Netherlands, Norway Drive NATO’s $4.5B US Arms Boost for Ukraine

Several NATO members are set to allocate more than $4.5 billion to buy US-produced weapons for Ukraine through the PURL initiative.

US Ambassador to NATO Matthew Whitaker disclosed this during an online briefing with journalists, Reuters reported on February 10.

Whitaker also said additional announcements on the procurement of American weapons under PURL are expected on February 12, when NATO defense ministers gather in Brussels.

According to Radio Free Europe/Radio Liberty, he highlighted three countries as the largest contributors to Ukraine’s military support under the program.

“I want to recognize three PURL champions: Germany, the Netherlands, and Norway. These countries have not only made significant contributions but have also actively encouraged others to follow their example. I want to thank them for their leadership in this initiative and urge all allies to step up and pledge their support,” Whitaker said.

Japan is also preparing to join the NATO-led PURL framework, which coordinates the procurement and delivery of US-manufactured weapons and equipment for Ukraine.

Officials within NATO announced that Tokyo is expected to formally confirm its participation in the coming weeks. Under the planned arrangement, Japan’s contribution would be financial and limited to non-lethal defensive items, potentially including radar systems, body armor, and other protective equipment.

Sources said Japan has already briefed several NATO member states as well as Ukrainian officials on its intentions. One NATO official noted that even non-lethal assistance plays a vital role for Ukraine, calling Japan’s anticipated involvement a significant step for the PURL initiative.

Earlier, Romania signed on to a US-led effort to bolster Ukraine’s defense capabilities, pledging $58 million to the PURL.
