Norway Pledges $500 Million to NATO Arms Fund for Ukraine, Covering Half of December Target

Norwegian Foreign Minister Espen Barth Eide has announced that Norway will provide an additional $500 million to a NATO program that finances US-made weapons for Ukraine’s armed forces, according to European Pravda on December 3.
The contribution will be allocated to the Prioritized Ukraine Requirements List (PURL), a mechanism launched by the US and NATO that enables allies to fund deliveries of American-manufactured arms and equipment according to a list of Ukraine’s most urgent needs, as agreed upon with Kyiv and the Alliance.

Norwegian Foreign Minister Espen Barth Eide stated that the money will be disbursed in two packages, one in partnership with Germany and Poland, and another with Germany and the Netherlands, underscoring Norway’s role as one of the leading financiers of Ukraine’s defense requirements within the initiative.
European Pravda also added that, based on Norway’s new pledge, Oslo is ready to cover around half of NATO’s planned PURL funding for December on its own, as allies work to reach a target of about $1 billion in monthly contributions to secure a steady flow of US-produced weapons to Ukraine.
Under the scheme, there is no formal upper limit on procurement volumes, meaning that higher allied funding would translate directly into additional arms deliveries for Ukrainian forces.

Previous packages involving Norway under PURL were announced in mid-November, when the northern and Baltic countries, together, allocated another $500 million for the purchase of American weapons. Norwegian officials have also separately signaled their intention to sustain multi-year military support to Ukraine.
Eide linked the sharp increase in Norway’s PURL contribution to the timing of international efforts to broker “peace negotiations,” stressing that Ukraine must be able to engage in any talks from what he called a position of strength.
Earlier, it was reported that Norway joined a group of Nordic and Baltic countries to deliver a $500 million arms package to Ukraine under NATO’s Prioritised Ukraine Requirements List (PURL), aimed at supplying U.S.-made weapons to meet Kyiv’s most urgent needs.
