Italy Says Participation in NATO’s PURL Program for Ukraine Is “Premature”

Italy signaled a shift in its approach to military support for Ukraine, saying it now considers participation in NATO’s new US-led weapons procurement program for Kyiv “premature” amid ongoing discussions about a potential ceasefire.
Foreign Minister and Deputy Prime Minister Antonio Tajani made the remarks in comments reported by Bloomberg on December 3, noting that if negotiations lead to an agreement, military needs could change rapidly.
“If we reach an agreement and fighting ceases, weapons won’t be needed anymore,” Antonio Tajani told reporters in Brussels. “Other things such as security guarantees will be needed.”

According to the agency, Tajani’s comments suggest that Prime Minister Giorgia Meloni’s government is recalibrating its support as budget pressures grow and tensions rise within the ruling coalition.
While Rome insists it remains committed to backing Kyiv, Italy has become the first EU country to publicly state that weapons deliveries could halt during ceasefire talks.
The shift comes despite Italy expressing readiness as recently as October to join the NATO Procurement Assistance for Ukraine (PURL) program, designed to streamline the alliance’s joint purchases of US weapons for Ukrainian forces.

Previously, Italian Defense Minister Guido Crosetto said Rome will continue to support Ukraine and is preparing a twelfth package of military assistance.
