Kremlin Cites “Progress” in Ukraine Talks After US Threatens to Exit Peace Process

Russian Spokesman Dmitry Peskov stated on April 18 that “certain progress” has been made in discussions aimed at resolving the war in Ukraine, linking the development to what he described as a temporary “moratorium” on strikes against energy infrastructure.
“We believe that certain progress can already be noted. This progress is related to the temporary moratorium that Russia adhered to—a moratorium on not striking energy infrastructure,” Peskov told reporters on April 18.
His comments came in response to recent remarks from US Secretary of State Marco Rubio, who warned that the United States might withdraw from the peace process if, in its view, there is no progress being made.
Peskov acknowledged the existence of “certain developments” in the negotiations, but emphasized that “many difficult discussions lie ahead.”
When asked about the possibility of the United States exiting the talks, Peskov said the question “should be addressed in Washington.”
He also confirmed that the one-month moratorium on strikes against Ukraine’s energy facilities had expired but added that no new directives had been issued by Vladimir Putin.
Earlier, Ukraine’s Foreign Ministry reported that Russia violated the US-brokered energy ceasefire over 30 times since it began on March 25, targeting critical infrastructure in multiple regions.
According to spokesperson Heorhii Tykhyi, recent strikes damaged transformers in Mykolaiv and Kherson, and a power line in Poltava. Ukrainian officials also noted that more civilians were killed during the truce than in the same period before it.
