Luxembourg’s $11M Boost to Ukraine’s Energy Resilience Amid Ongoing Russian Attacks

Luxembourg has provided an additional approximately $11 million to Ukraine's Energy Support Fund, as reported by the Ministry of Energy of Ukraine on December 15.

This marks the third financial contribution from Luxembourg to assist in the restoration of Ukraine's energy infrastructure.

“Luxembourg's support is a significant contribution to strengthening the resilience of Ukraine's energy system amid constant enemy shelling. This assistance enables the rapid restoration of damaged facilities,” said Deputy Minister of Energy Roman Andarak.

It was also mentioned that Luxembourg previously contributed $2.14 million in 2024 and another $10.7 million in June 2025. These funds have primarily been used to restore energy infrastructure in the Kharkiv region, which suffered significant damage from Russian attacks.

The Ministry of Energy, in collaboration with the Secretariat of the Energy Community, is working to secure additional resources for the energy companies’ needs agreed upon for 2025. Donors have indicated plans to contribute an additional $374.5 million to the fund.

“The Ministry of Energy of Ukraine expresses its gratitude to the government of Luxembourg for their consistent support and solidarity with Ukraine in the face of energy terror from Russia,” the Ministry concluded.

Earlier, Ukrainian President Volodymyr Zelenskyy met with Dutch Prime Minister Dick Schoof in Berlin and The Hague over the past two days and had an audience with King Willem-Alexander at Huis ten Bosch Palace in The Hague.

Zelenskyy expressed gratitude to the Netherlands for its ongoing defense and political support since Russia's full-scale invasion, highlighting the recently announced $815 million package to address Ukraine's defense requirements.
