Meloni Proposes 24-Hour Clause in Security Guarantee Pact for Ukraine

Italian Prime Minister Giorgia Meloni is advancing a postwar security concept under which countries that have signed bilateral agreements with Kyiv would be required to confer and decide within 24 hours how to aid Ukraine if Russia restarts hostilities, Bloomberg reported on August 20.
The framework, described as an alternative to near‑term NATO membership, is being discussed by European leaders amid wider talks on long‑term guarantees for Ukraine.
According to Bloomberg’s account, the mechanism would bind participating governments to consult immediately after any renewed Russian attack and to reach a decision on military support within a day—potentially including deployments—so that assistance is not delayed by lengthy national deliberations.
Meloni has publicly signaled Italy’s push for pragmatic measures to secure Ukraine while pursuing a durable peace. “There are clearly no easy solutions when it comes to stopping a war and building peace. We must explore all possible solutions to guarantee peace, justice, and the security of our nations,” she said this week in Washington, according to Sky TG24.

In a separate statement on August 16, she added: “I consider it positive that openings for peace are emerging in Ukraine,” framing Italy’s role as proposing concrete options within a broader allied effort.
Independent outlets echoed key elements of the Bloomberg report, noting that the 24‑hour clause would force rapid allied decisions on whether to commit troops or other military support should Russia breach a settlement.
Earlier, it was reported that European leaders were weighing a package of security guarantees for Ukraine that could include the option for several nations to deploy forces under a prospective pact, according to reporting on ongoing negotiations.
