Russian FSB Agent Sentenced to 15 Years for Plotting Terror Attacks in Ukraine

A Russian FSB agent was sentenced to 15 years in prison with asset confiscation for preparing a series of terrorist attacks in northern Ukraine, the SBU (Security Service of Ukraine) reported on October 20.
The agent, who was part of a network of nine Russian agents that was exposed by the SBU in spring 2025, was involved in plotting explosions in residential areas and near Ukrainian Defense Forces’ bases across four Ukrainian regions. The targets included key bridges and railways vital for Ukraine’s military logistics.

According to the investigation, the agent had been tasked with placing an improvised explosive device (IED) in a northern Ukrainian location. The explosive was to be remotely activated by Russian operatives via a smartphone. The agent also planned to disguise the device with a mini-camera to provide remote surveillance for the FSB.
The SBU foiled the plot in time, arresting the agent in a rented apartment while he was preparing the device for detonation. During the search, authorities seized the explosive device, along with its electrical detonator and other components.
The court convicted the agent of treason under wartime conditions and illegal handling of explosives. The investigation was carried out by the SBU in Kirovohrad region with oversight from the local prosecutor’s office.
Previously, it was reported that Russia’s FSB head, Alexander Bortnikov, accused British intelligence services of backing Ukraine’s SBU operation “Spiderweb,” which targeted Russian military aircraft at several airfields in June.
