Russian Rosneft’s Refinery Halts Crude Processing After Ukrainian Drone Strike

Rosneft’s Ryazan oil refinery, one of Russia’s largest, has halted crude processing and idled its main units after a Ukrainian drone strike on November 15 damaged key facilities, according to Reuters on November 18.
Three industry sources told Reuters the refinery suspended crude processing following a fire triggered by the attack, with one source saying, “The plant is expected to remain idle until the end of the month. No (oil product) loadings are planned before December 1.”
The fire forced the shutdown of the refinery’s main crude distillation unit, which has an annual capacity of more than 8 million metric tons, or about 48% of the plant’s total capacity, the sources said.
Ryazan Governor Pavel Malkov said on his Telegram channel that “debris from a UAV caused a fire at one of the industry facilities,” without naming the refinery or providing further details about the incident.

Reuters reported that Ukraine has intensified long-range drone operations aimed at oil refineries, depots, and pipelines deep inside Russia, with Ukrainian drones striking at least 17 major refineries this year.
Industry sources told Reuters the Ryazan refinery processed 13.1 million metric tons of crude in 2024, accounting for 4.9% of Russia’s total refining volumes, and produced 2.2 million metric tons of gasoline, 3.4 million metric tons of diesel, and 4.3 million metric tons of fuel oil.
Earlier, it was reported that the Ryazan oil refinery in Russia was hit by drones overnight on November 15, with video showing fires and explosions near the facility.
