Russia’s Military-Heavy Delegation Signals Sham Peace Talks, EU’s Kallas Says

EU foreign policy chief Kaja Kallas said the composition of Russia’s delegation at peace talks in Abu Dhabi, which is mostly military representatives, shows that Moscow is not serious about ending the war against Ukraine, European Pravda reported on January 29.

Speaking in Brussels ahead of a meeting of the EU Foreign Affairs Council, Kallas said Russia had sent military representatives who lack any mandate to negotiate or approve peace decisions.

“If we look at these talks, Russia is represented by military personnel who have no mandate to agree on peace as such. It is therefore obvious that the Russians are not taking this seriously,” she said.

Kallas contrasted this with Russia’s actions on the ground, noting that Moscow continues to bombard Ukraine in an effort to “freeze and force Ukrainians into surrender.”

Ukraine’s Security Service (SBU) has previously classified Russia’s systematic strikes on Ukraine’s energy infrastructure as crimes against humanity, citing extensive evidence that the attacks are aimed at destroying civilian living conditions.

According to SBU, its investigators have documented a sustained campaign by Russia targeting power generation and heating systems as part of a broader policy directed against Ukraine’s civilian population.

Kallas added that EU ministers are also discussing additional energy support for Ukraine, warning that the country faces severe hardship during the winter and a looming humanitarian crisis.

She reiterated that Russia is only pretending to engage in peace negotiations while continuing its war.

Previously, Ukrainian President Volodymyr Zelenskyy said that Russia’s continued attacks on Ukraine’s energy system, including actions that could endanger nuclear power plants, show that Moscow has no real interest in ending the war.
