Sikorski: Russia’s Invasion Has Ended the NATO–Russia Council and Reshaped Europe’s Security Order

Poland’s Foreign Minister Radosław Sikorski has declared that the NATO–Russia Council “no longer exists,” arguing that the body has lost all relevance following Moscow’s full-scale invasion of Ukraine, Polsatnews reported on December 3.
Sikorski said the Council was established at a time when European governments still believed security on the continent could be built together with Russia. The invasion, he stressed, has fundamentally transformed that reality.
“European security is now being shaped against Russia,” he noted, adding that this shift has already taken concrete institutional form within NATO and the EU.

Responding to Vladimir Putin’s recent threats, Sikorski said Russia is in a far weaker strategic position than the Kremlin portrays.
The minister also voiced support for the EU’s proposal to provide Ukraine with a “reparation loan” backed by profits from frozen Russian assets. Such a mechanism, he argued, could significantly affect the course of the war.

If Putin understands that Ukraine will have guaranteed funding to sustain its statehood and defense for the next two to three years, Sikorski said, he may be forced to reconsider whether Russia can afford to continue the war for that long.
Earlier, it was reported that Russia would need at least another year of fighting in Ukraine to push its forces to the administrative borders of the Donetsk region at their current pace, and full control of Donbas by the end of 2026 is not considered realistic.
