Sybiha and EU Leaders Honor Bucha Victims on Fourth Anniversary of Liberation

Ukraine’s Foreign Minister Andriy Sybiha marked the fourth anniversary of the Bucha massacre alongside EU officials, stating that the liberation of Ukrainian lands began at this site of Russian atrocities, according to his post on X on March 31.
Accompanied by EU High Representative Kaja Kallas and EU Commissioner for Defense Andrius Kubilius, Sybiha honored the victims of the brutal occupation. Reflecting on the gravity of the location, the Minister noted, “Standing here, we felt with every fiber that the future and security of all Europe are being decided right here, on Ukrainian soil.”

He described the city as both a “symbol of Russian atrocities” and a “testament to Ukrainian resilience,” marking it as the starting point for the liberation of occupied territories four years ago.
Sybiha emphasized that for both the fallen and the survivors, “accountability is not optional—it is the bedrock of a sustainable, dignified, and just peace.”

To ensure no crime goes unpunished, Ukraine is actively moving forward with the Special Tribunal for the Crime of Aggression, the Register of Damages, and the Claims Commission. These legal mechanisms are designed to hold the Russian leadership and military personnel directly responsible for the systematic violence uncovered in 2022, Sybiha wrote.
The visit preceded a special EU ministerial meeting focused on the current battlefield situation, energy security, and Ukraine’s integration into the bloc. Sybiha expressed gratitude to Kaja Kallas for ensuring that Ukraine is “already de facto participating in these high-level discussions.”
He concluded his message by reaffirming Ukraine’s place in the European family, stating that the current frontline serves as the “frontline of international law and our shared values.”
The Council of the EU had previously announced new restrictive measures against nine individuals involved in atrocities in the Kyiv region during the 2022 occupation.
The move, timed for the fourth anniversary of the Bucha massacre, targeted commanders whose troops were documented committing acts of torture, looting, and extrajudicial killings of civilians.
