Sybiha on Putin’s Proposal to Meet Zelenskyy in Moscow: “Unacceptable Conditions” Show Russia Isn’t Serious About Peace

On September 3, speaking in Beijing at the end of a visit, the Russian leader Vladimir Putin said he is ready to meet Ukrainian President Volodymyr Zelenskyy in Moscow “if he is prepared.”

“If Zelenskyy is ready, let him come to Moscow. Such a meeting will take place,” he told reporters, adding that he had “never ruled out” the possibility of direct talks, provided they were “led to results.”

“It seems to me that if common sense prevails, it will be possible to agree on an acceptable solution to end this conflict. That is my assumption,” Putin said.

“Especially since we can see the mood of the current US administration under President (Donald) Trump, and we see not just their statements, but their sincere desire to find this solution… And I think there is a certain light at the end of the tunnel. Let’s see how the situation develops. If not, then we will have to resolve all the tasks before us by force of arms.”

He also referred to Zelenskyy as the “current head of the administration of Ukraine” and insisted that Kyiv must lift martial law, hold elections, and organize a referendum on territorial issues if it seeks “real progress.”

Ukraine’s Foreign Minister Andrii Sybiha rejected the conditions, pointing instead to international efforts already underway. At least seven countries—Austria, the Holy See, Switzerland, Türkiye, and three Gulf states—have expressed readiness to host a summit.

“These are serious proposals and President Zelenskyy is ready for such a meeting at any point of time.

Yet, Putin continues to mess around with everyone by making knowingly unacceptable proposals. Only increased pressure can force Russia to finally get serious about peace process,” Sybiha said.

Earlier, Russian Foreign Minister Sergey Lavrov outlined the Kremlin’s preconditions for ending its war against Ukraine, tying the prospect of “lasting peace” to recognition of Moscow’s territorial claims and Ukraine’s permanent neutrality.
