Syria Halts Moscow Agreements Signed Under Assad, Seeking “Balanced Diplomacy”

Syria’s new government has suspended all agreements signed with Russia under the previous Assad regime, Syrian Foreign Minister Asaad Hassan al-Shaibani said in an interview with the state-run Syrian Arab News Agency on October 18.

Al-Shaibani stated that no new deals have been concluded with Moscow and that existing agreements are “not accepted.”

He said the new administration seeks to pursue an independent and balanced diplomacy “open to dialogue and cooperation” with all partners.

The minister emphasized that Damascus is planning its foreign policy “rather than merely responding to it,” aiming to restore Syria’s international standing while addressing the country’s economic challenges and sanctions, Syrian Arab News Agency wrote.

While declaring the suspension of Russian-era agreements, al-Shaibani noted that Syria still intends to maintain relations with major powers such as Russia, China, and European nations “for the benefit of its people,” but on new terms reflecting the current government’s priorities.

Previously, it was reported that Russian leader Vladimir Putin has extended an offer of “friendship” to Syria’s new leader, Ahmed al-Sharaa—a man Moscow once vowed to “eliminate.”
