During a recent briefing, Ukrainian Minster of Defense Denys Shmyhal provided insights into the ongoing efforts to secure critical air defense systems for Ukraine’s defense against Russian aggression. Shmyhal emphasized the key role political agreements between Ukraine and its international partners, including the United States, have played in advancing these discussions.

This was reported by a UNITED24 Media correspondent on July 18.

Shmyhal outlined that the latest dialogue between US President Donald Trump and Ukrainian President Volodymyr Zelenskyy resulted in the commitment to supply Ukraine with up to ten Patriot air defense systems.

“The US is actively involved in our defense efforts, and these systems are now being readied for delivery,” Shmyhal stated. He added that while these systems are expected to bolster Ukraine’s defense, the timing of their arrival remains uncertain, with ongoing discussions on logistics.

The Defense Minister also acknowledged Germany’s contributions, with the country expected to provide similar systems as part of NATO’s collective support for Ukraine.

“Germany is reviewing its options to supply us with air defense systems. These discussions are ongoing,” Shmyhal noted, stressing the importance of European partners' commitments.

Shmyhal highlighted a potential trade agreement where Ukraine’s growing drone production could be exchanged for additional defense systems, such as Patriots.

“This is a mutually beneficial approach that could accelerate our ability to defend against Russian missile threats,” he added.

Shmyhal also addressed the future of US assistance programs like PDA  and USAI , stressing Ukraine’s ongoing efforts to ensure their continuation.

“The program is vital for us, and we are committed to maintaining good relations with the US and NATO,” he said, noting that the first tranche of $300 million in US aid was already a step in the right direction.

While the situation remains fluid, Shmyhal’s briefing underscored Ukraine’s resilience and the importance of international partnerships in securing the necessary defense capabilities to face Russia’s ongoing military threats.

Previously, the US Department of Defense has notified Switzerland that deliveries of Patriot air defense systems will be delayed—because Ukraine comes first. This was reported by the press service of Switzerland’s Ministry of Defense on July 17.

Presidential Drawdown Authority (PDA) is a mechanism that allows the US President to directly authorize the transfer of defense articles and services to foreign countries, including Ukraine, without needing Congressional approval.

The US Security Assistance Initiative (USAI) is a program designed to provide long-term support to partner nations in strengthening their security forces and defense capabilities. Unlike PDA, USAI is a more structured, formal program that involves training, equipment, and capacity-building assistance over a longer period. In the case of Ukraine, USAI provides funding for purchasing defense equipment, enhancing Ukraine’s military infrastructure, and improving the overall defense capabilities.
