Ukraine Presents Ceasefire Proposal to Russia, Awaiting Response Before Next Round of Talks

On May 28, Ukrainian Defense Minister Rustem Umerov, who is leading Ukraine’s delegation in negotiations with Russia, submitted a formal document outlining Ukraine’s position and is now awaiting a response from the Russian side.
“I handed over our document, which reflects Ukraine’s position, to the head of the Russian delegation. They have received it,” Umerov wrote in a Facebook post.
He emphasized Ukraine’s readiness for a peaceful resolution: “We confirm Ukraine’s readiness for a full and unconditional ceasefire and continued diplomatic engagement. We are open to meetings with the Russian side and are awaiting their ‘memorandum’ so that the next meeting is meaningful and can bring us closer to ending the war.”

According to Umerov, there were delays from the Russian side in sharing their own proposal, but international pressure played a role in moving the process forward.
“The Russians informed us they were working on a ‘memorandum’ after strong statements from President Trump, European leaders, and President Zelenskyy,” he noted.
The Russian side now has at least four days to provide their document for review before the proposed second round of talks on June 2.
“Ukraine has always been, and will always remain, as constructive as possible. Meetings between the parties must produce results. That is why each meeting must be properly prepared,” Umerov stated.
He added that the Russian delegation had pledged to submit their “memorandum” immediately after the exchange.
“We urge the Russian side to fulfill this promise without delay and stop attempts to derail the process.”
Previously, Kremlin spokesman Dmitry Peskov responded to US President Donald Trump’s remark that Russian leader Vladimir Putin was “playing with fire” by refusing ceasefire talks with Ukraine, stating that Putin is acting in line with Russia’s national interests.
