Ukraine Ready for New Talks With Russia, But Demands Draft Memorandum First

Ukraine has accepted Russia’s proposal to hold the second round of direct talks in Istanbul in June 2, but Kyiv has yet to receive Russia’s memorandum outlining the terms for a ceasefire, according to Le Monde on May 29.
Ukraine has already provided its own position to both Russia and the United States.
Andriy Yermak, head of the President’s Office, stated that Ukraine is ready for the meeting with Russia next week. He emphasized, however, that Ukraine seeks a constructive discussion, meaning it is essential to first receive the Russian memorandum before proceeding to the next round of negotiations.
“Ukraine is ready to attend the next meeting, but we want to engage in a constructive discussion. This means it is important to receive Russia’s draft,” Yermak said.

Russia has proposed a second round of ceasefire talks with Ukraine in Istanbul on June 2, according to Russian Foreign Minister Sergey Lavrov, as reported by TASS on May 28.
Lavrov stated that Russia has prepared a memorandum outlining its position on the “root causes” of the war and is ready to present it to Ukraine’s representatives during the talks.
Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi said that Russia is reluctant to send its so-called ceasefire memorandum to Ukraine, fearing that it reveals the unrealistic nature of its demands, and is afraid to admit that it is Moscow itself slowing down the peace process.
