Russia is reportedly reluctant to send its so-called ceasefire memorandum to Ukraine, fearing that it reveals the unrealistic nature of its demands. This was stated by Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi on X on May 29.

Tykhyi added that Moscow is afraid to admit that it is Russia itself slowing down the peace process.

“If not, they must pass the document immediately, as Foreign Minister Andrii Sybiha said, and stop playing these games, which only show that they probably want the next meeting to be empty,” the spokesperson wrote.

On May 28, Ukrainian Foreign Minister Andrii Sybiha expressed hope that Moscow will not sabotage the upcoming peace talks and will promptly submit its proposals for Ukraine’s consideration, as previously agreed.

Earlier, Russian Foreign Minister Sergey Lavrov announced that the second round of negotiations was scheduled for June 2 in Turkey. However, the following day Kremlin spokesman Dmitry Peskov said Moscow had yet to receive a response to this proposal.

On May 28, Ukrainian Defense Minister Rustem Umerov, head of Ukraine’s negotiating team with Russia, formally submitted a document detailing Ukraine’s position and is currently awaiting Russia’s response.
