Ukraine Receives Record $45 Billion in Global Defense Support, Up 30% Year-on-Year

Ukraine secured more than $45 billion in international security assistance in 2025, marking a record level of support since the start of Russia’s full-scale invasion and an increase of nearly 30% compared to the previous year, Ukrainian Minister of Defense Denys Shmyhal said in a post on Telegram on January 2.

According to Shmyhal, the main areas of assistance in 2025 included weapons and ammunition supplies, the development of air and missile defense, investments in joint production and procurement for Ukraine’s defense industry, as well as training, repairs, technical support, and logistics.

More than $6 billion was directed specifically toward strengthening Ukraine’s defense-industrial complex, including through the so-called Danish model of defense cooperation.

He also said Ukraine received nearly $3 billion generated from profits on frozen Russian assets in the EU and the UK, with the funds used to purchase weapons and further develop the defense sector.

Shmyhal emphasized that international support for Ukraine is becoming long-term and systemic, describing it as a key factor in deterring Russian aggression, strengthening Ukraine’s defense capabilities, and securing a just peace in Europe.

“We sincerely thank each of our partners for this extremely important support,” he wrote.

Previously, it was reported that the most important battlefield innovations in Ukraine are now coming primarily from private manufacturers, according to an interview with the CEO of Ukraine’s largest private arms producer Ukrainian Armor, Vladyslav Belbas, published by Delo UA.

Belbas said 2025 has been the company’s most productive year to date in terms of new products, their adoption into service, and approval for operational use, giving it one of the broadest portfolios on the domestic market.
