Russia’s foreign intelligence service (SVR) accused Kyiv of plotting a false-flag operation that would insert sabotage teams into Poland disguised as Russian and Belarusian troops—a charge that head of Ukraine’s Center for Countering Disinformation, Andrii Kovalenko, rejects as disinformation aimed at intimidating Europe amid a wave of recent drone incidents on September 30.

Russian briefers said Kyiv planned to covertly move fighters from the pro-Ukrainian “Freedom of Russia Legion” and the Belarusian K. Kalinovsky Regiment across the border, have them pose as members of Russian and Belarusian special forces, and then stage an attack that Polish authorities would “detect and neutralize”—followed by on-camera confessions blaming Moscow and Minsk.

The SVR framed the alleged plot as a way to amplify public outrage and push European governments toward a harsher response to Russia.

The SVR press bureau said in its statement that the operation was “intended to ensure that, against the backdrop of a series of incidents involving ‘Russian drone overflights’ in European states, the Polish public and other European audiences would have no doubt that Moscow and Minsk are behind hostile actions.”

The agency also claimed the scenario was “developed by Ukraine’s Main Intelligence Directorate together with Polish services” and warned the plan might include “an imitation of an attack on Polish critical infrastructure” to increase political impact.

Kyiv rejected the allegation. Kovalenko stated that the Russian accusations were themselves part of a campaign to test NATO’s reaction and to frighten European publics into scaling back support for Ukraine.

In his words: “Russia may try to test the strength of the Polish border by inserting sabotage groups, and try to cross into Poland. … Their aim is to scare people and reduce support for Ukraine. That will not work.”

Earlier, several drones were spotted overnight in Schleswig-Holstein, marking another incident following similar sightings in Denmark. The Federal Ministry of the Interior of Germany has stated it is investigating the situation, suspecting possible espionage activities.
