Ukraine’s 20-Point Plan to End War Should Be Decided by the People, Zelenskyy Says

Ukrainian President Volodymyr Zelenskyy said the proposed 20-point plan to end the war should be secured through a nationwide referendum, arguing that such a decision would carry the highest level of legitimacy and authority.

He made the remarks while answering questions from journalists on December 29.

According to Zelenskyy, agreements with European partners must be formalized at the level of their national parliaments, while security guarantees for Ukraine should be approved by the US Congress and Ukraine’s parliament. At the same time, the president stressed that the 20-point plan itself requires separate confirmation through a nationwide vote.

“As for the 20-point plan, we believe it needs to be formalized in a referendum. Everyone understands that this would be the strongest, historic signature giving force to this document, and we would very much like to do this,” Zelenskyy said, emphasizing that such a decision would reflect the direct will of millions of citizens rather than the choice of a limited number of officials.

The president also noted that Russia’s attitude toward the idea of holding a referendum is negative, primarily because it would require a ceasefire during the preparation and conduct of the vote.

“It’s clear that the Russians’ attitude toward a referendum is not positive. Why? Because a referendum requires security and security infrastructure. What does that mean? It means a ceasefire is needed. And the Russians do not want to give us a ceasefire for as many days as are needed to hold a referendum. For us, that’s about 60 days. We understand that at least 60 days are required,” Zelenskyy said.

He stressed that the issue of a referendum is highly complex, as Russia, in his words, continues to seek ways to pressure Ukraine by prolonging the war through missile strikes, artillery attacks, and ongoing hostilities.

“Of course, this is a very difficult issue, because Russia wants to continue pressuring us. And how does it continue this pressure? Through war, missiles, artillery, and so on. That is why we are fighting for this,” the president said.

Earlier, Ukrainian President said he suggested that US security commitments to Ukraine be extended to cover a 30- to 50-year period during talks with US President Donald Trump.
