Ukrainian President Volodymyr Zelenskyy said a proposed 20-point peace framework is “90% agreed” following high-level talks with US President Donald Trump, but stressed that Ukraine’s position on its territory is unequivocal—calling it “the land of our nation” and warning that any referendum on the issue cannot be rushed or conducted under fire.

Speaking after talks at Mar-a-Lago, Zelenskyy said Ukrainian and US teams had discussed “all aspects of the peace framework” and reached broad agreement on most elements of the proposed 20-point plan, Ukrainian President said during a press conference with Trump on December 29.

“We agreed that security guarantees are a key milestone in achieving lasting peace and our teams will continue working on all aspects,” Zelenskyy said, reiterating that the document is “90% agreed.”

Peace plan & progress

Trump, who invited Zelenskyy to speak during the joint appearance, said the meeting marked significant progress. “We’ve made a lot of progress,” Trump said, adding that the sides may be “getting very close” to an agreement, though he acknowledged that “one or two thorny issues” remain unresolved.

Asked about Ukraine’s stance on the Donbas , Zelenskyy was explicit. He said Ukraine must respect its land and people, emphasizing that Kyiv’s position fundamentally differs from Moscow’s.

“It is the land of our nation, for generations,” Zelenskyy said.

Territory & red lines

Trump described the territorial question as “unresolved but getting closer,” calling it “a very tough issue” that he believes can ultimately be settled.

The Ukrainian leader also underscored that any decision involving territory cannot be made hastily or unilaterally.

Ukrainian officials have repeatedly noted that a referendum—if required—cannot be conducted in a single day and must be legitimate, secure, and free from ongoing hostilities.

During the appearance, Trump said he does not currently anticipate traveling to Ukraine as part of his mediation efforts.

“We’d like to get the deal done and not necessarily have to go,” he said, though he added that he would be willing to visit or address Ukraine’s Parliament if it could help save lives.

Zelenskyy responded that Trump would “always” be welcome in Ukraine.

What comes next

The two leaders also discussed next steps, with Zelenskyy saying working teams would continue consultations in the coming weeks and that Trump plans to host follow-up meetings in Washington in January.

Trump said the talks included calls with European leaders, the NATO secretary general, and the head of the European Commission, describing the conversations as productive and coordinated.

Finland’s President Alexander Stubb said European leaders had a “good call” with the US President Trump and Ukrainain President Zelenskyy, following a bilateral discussion in Florida. The call also included French President Emmanuel Macron, Italian PM Giorgia Meloni, UK Prime Minister Keir Starmer, German Chancellor Friedrich Merz, Norwegian PM Jonas Gahr Støre, Polish President Karol Nawrocki, NATO Secretary General Mark Rutte, and the President of the European Commission, Ursula von der Leyen.

Earlier, Zelenskyy said Ukraine will coordinate its position with European partners ahead of his meeting with Trump, stressing that security guarantees and Ukraine’s territorial integrity remain key priorities.
