US Delivers 15-Point Peace Plan to Iran as War Shakes Global Energy Markets

The United States has delivered a comprehensive 15-point proposal to Iran aimed at ending the month-long war in the Middle East, The New York Times reported on March 25.

According to two officials briefed on the diplomacy, the plan represents a major action by the US President Donald Trump’s administration to find a diplomatic “off-ramp” from a conflict that has caused significant global economic fallout and sent energy prices soaring.

The proposal, which was transmitted through Pakistani intermediaries, reportedly addresses the core drivers of the escalation, including Iran’s ballistic missile arsenal and its nuclear program. While the New York Times did not review a copy of the physical document, officials confirmed that the plan demands strict limitations on Tehran’s military capabilities and specific guarantees regarding maritime security.

Since the outbreak of hostilities on February 28, 2026, Iran has effectively blocked the Strait of Hormuz, a move that has paralyzed a fifth of the world’s oil and gas shipments through the Strait of Hormuz.

Field Marshal Syed Asim Munir, Pakistan’s army chief, has emerged as the central intermediary in the negotiations. According to the New York Times, Munir—whom President Trump has previously referred to as his “favorite field marshal"—maintains unique ties to Iran’s Islamic Revolutionary Guard Corps (IRGC), allowing him to pass sensitive communications between the warring sides.

Prime Minister Shehbaz Sharif confirmed Pakistan’s readiness to host “meaningful and conclusive talks” in Islamabad, provided both Washington and Tehran agree to the format.

The diplomatic outreach comes at a time of extreme vulnerability for the Iranian regime. Internal communication within Tehran has been severely disrupted following the Israeli strike on the first day of the war that killed country’s Supreme Leader Ayatollah Ali Khamenei.

Officials told the New York Times that the Iranian leadership is currently struggling to convene in person, fearing further targeted strikes by Israel. Despite the flurry of back-channel activity, White House Press Secretary Karoline Leavitt emphasized that Operation Epic Fury continues unabated until military objectives are fully met.

The regional escalation began on February 28, 2026, when a combined US-Israeli air campaign devastated Iran’s military and political core. This mission, known as Operation Epic Fury, claimed the life of Supreme Leader Ayatollah Ali Khamenei, fracturing the regime’s decision-making hierarchy.
