US Democratic Representative on the House Foreign Affairs Committee Greg Meeks has introduced a new bill aimed at supporting Ukraine through security assistance, post-war reconstruction funding, and tougher sanctions on Russia. Reuters, which reviewed the bill, reported the details on April 14.

The proposed legislation, known as the Ukraine Support Act, offers a comprehensive framework for aiding Ukraine’s recovery, strengthening its defense, and increasing pressure on Russia. It goes beyond the scope of the current Senate bill and is divided into three main sections.

The first section reaffirms US support for Ukraine and NATO, and includes measures to aid Ukraine’s post-war reconstruction. This includes the establishment of a special coordinator role to oversee rebuilding efforts.

The second section focuses on bolstering Ukraine’s security, providing for direct loans and military financing to strengthen its defense capabilities.

The third section imposes tough sanctions and export controls on Russia, targeting its financial institutions, energy and mining sectors, and key government officials.

The bill has not yet been officially released. It comes two weeks after Republicans and Democrats in the Senate introduced separate sanctions legislation targeting Russia, which would take effect if Moscow refuses to engage in peace talks with Ukraine.

One lawmaker told Reuters, “This bill obviously will be part of the legislative conversation.”

Earlier, Steve Witkoff, a special envoy for US President Donald Trump, has revealed new details about his recent visit to Russia, describing a lengthy conversation with Vladimir Putin focused on ending the war in Ukraine through a deal centered around control of “five territories,” Witkoff told Fox News in an interview on April 14.
