US Prepares Major Aid Package for Ukraine, Set to Announce by End of Month

The US is working on a significant aid package for Ukraine, consolidating a range of different possibilities, which they plan to announce by the end of this month, said US National Security Advisor Jake Sullivan.

“We are currently working on a substantial package, pulling together a range of different capabilities that we are going to try to get out the door before the end of this month,” Sullivan said at the 20th Annual Yalta European Strategy (YES) in Kyiv on September 14.

“I meet with my team every single day to think about what tools we need to put into place to help stabilize the front and make sure that those grinding advances by the Russians are met with stiff resistance."

He noted that in April this year, before the additional US funding package for Ukraine was approved, there was widespread concern about the potential collapse of the front line. However, in the following months, Ukrainian defense has strengthened in many critical areas, and Ukraine has also taken bold and decisive steps in the war, making progress.

Sullivan said that it is not a matter of political will but of solving complex logistical and operational issues for the actual delivery of necessary equipment to the front. According to him, the US is pulling 155mm shells off the production line and delivering them to the front as quickly as possible.

With just over four months remaining before a new US president takes office, “we are going to treat each single one of those days preciously when it comes to supporting Ukraine.”

“I believe that we’re at a vital moment, at a crossroads,” Sullivan said. He cautioned that any peace proposal for Ukraine that contradicted “fundamental principles of sovereignty and territorial integrity, democracy and freedom” would be unsustainable. He stated that Ukraine must be “in the lead when it comes to diplomacy and negotiations.”

Speaking at the YES Conference in Kyiv on September 13, Zelenskyy announced that he is scheduled to meet US President Joe Biden later this month to present his victory plan, which he described as a “system of interconnected solutions” aimed at giving Ukraine sufficient strength to steer the war toward peace. “My meeting with President Joe Biden is planned,” Zelenskyy said at the conference. “I will present him with a victory plan.”
