US Ready to Advance Binding Security Guarantees for Ukraine to Congress, Says Ukrainian FM

Ukraine has received confirmation from the United States that it is prepared to advance legally binding security guarantees toward ratification in Congress, with a draft bilateral agreement now nearly finalized, Ukrainian Foreign Minister Andrii Sybiha stated on February 13.

The Ukrainian minister said the talks concerned legally binding guarantees rather than political assurances, describing them as unprecedented for Ukraine, and added: “The second key element of the security architecture is a military presence with a US backstop. Without the role of the US, an effective security system in Europe is impossible.”

Speaking during a panel discussion titled “Spotlight: Security Guarantees for Ukraine” in Munich, he called for banning visas for participants in Russia’s aggression, including Russian military personnel and their family members, and denying them travel to Europe, Canada, and the US, saying this “would be truly painful” for them.

“We have to exhaust the Russian economy and exhaust Russia’s military capabilities. Or, best of all, both the economy and military capabilities at the same time,” Sybiha stressed.

The remarks came as Ukraine has been working with partners, including the US, on draft documents tied to a broader framework agreement on ending the war that includes a 20-point plan addressing a ceasefire, security guarantees, and longer-term arrangements.

Previously, Ukrainian President Volodymyr Zelenskyy said on January 25 that a US document on security guarantees for Ukraine was “100% ready” and that Kyiv was waiting for a time and place for it to be signed, adding that once signed, it would be sent for ratification to the US Congress and Ukraine’s parliament.

Earlier, it was reported that a Ukrainian delegation traveled to the United States to negotiate security guarantees alongside a large-scale recovery “prosperity package,” as Kyiv sought clearer coordination with Washington on the overall diplomatic track.
