Marco Rubio Signals Progress on Stalled $400 Million Ukraine Aid Package

United States Secretary of State Marco Rubio stated during a Senate subcommittee hearing that there will be news regarding the $400 million in aid for Ukraine "fairly soon."

This assistance was previously authorized by Congress, but the Pentagon has delayed its disbursement for several months, according to Reuters on June 3.

In December of last year, American lawmakers reached a compromise on the National Defense Authorization Act (NDAA), which included $400 million in security assistance for Ukraine. Despite this legislative approval, the funds have remained blocked.

During a hearing at the Senate Armed Services Committee in May, it was revealed that the proposed 2027 US budget no longer includes the $400 million for Ukraine under the Ukraine Security Assistance Initiative (USAI) that had been previously agreed upon.

Senator Jeanne Shaheen reviewed documents indicating that the Pentagon intends to seek contributions for Ukraine under the Partnership for Ukraine Reform and Logistics  (PURL) program instead.

She questioned the reasoning behind the department's decision to shift the burden of supporting Ukraine to Europe, effectively bypassing the intent of Congress. Secretary of Defense Pete Hegseth responded that they were acting "within the framework of building European capacity."

During his visit to Kyiv on June 3, 2026, NATO Secretary General Mark Rutte acknowledged that while the United States consistently supplied PAC-2 and PAC-3 interceptor missiles for Patriot air defense systems, Ukraine required a much larger quantity to effectively defend against Russia’s full-scale invasion.

Rutte emphasized that these interceptors were decisive for Ukraine's defense, even as he recognized that current stocks remained under constant strain due to the frequent ballistic missile threats.
