NATO Secretary General Mark Rutte arrived in Kyiv on June 3 in an unannounced visit.

According to Suspilne, Rutte’s arrival in the Ukrainian capital was announced by Ukraine’s national railway operator, Ukrzaliznytsia, which welcomed the NATO chief at Kyiv’s central railway station.

“Today at Kyiv railway station, we are pleased to welcome NATO Secretary General Mark Rutte. This visit is extremely important, like all previous ones, because it is a gesture of solidarity and support from the Alliance for our country,” Ukrzaliznytsia said, as reported by the outlet.

The visit comes, as Rutte called on allied countries to step up financial support for Ukraine’s defense efforts.

At the opening of the latest Ukraine Defense Contact Group meeting on April 15, NATO Secretary General, urged partners to provide an additional $60 billion in military assistance this year, supplementing existing funding already channelled through the European Union’s joint credit mechanism.

Rutte said, “We are seeing how Ukraine is holding the line and inflicting significant losses on the Russian forces,” adding that Russia’s monthly losses now exceed those sustained over the entire decade of the Soviet-Afghan war.

He acknowledged that Ukraine’s partners face a range of competing priorities but stressed that sustained support remains essential. “We cannot lose sight of Ukraine,” he said.

Rutte also called on allies to increase contributions to meet the $60 billion target in security and defende assistance for Ukraine in 2026, stressing that EU loan-based funding should complement, not replace, bilateral commitments from NATO members.

In a separate development, Rutte has proposed that Alliance members dedicate 0.25% of their gross domestic product to supporting Ukraine, according to Politico.

The idea was reportedly presented by Rutte during a closed-door meeting with NATO ambassadors in late April. The session formed part of preparations for the upcoming NATO summit set for 7–8 July in Türkiye, where additional initiatives related to Ukraine were also discussed.
