The reported deployment comes after at least two recent Ukrainian drone strikes on the facility, including an attack that caused visible damage to refinery infrastructure.
The outlet’s geolocation analysis of the footage places the system near the MKAD ring road, a short distance from the refinery. Another Pantsir air defense system had already been stationed nearby on a dedicated tower position, suggesting Russian authorities have increased local air defense coverage around the site following the latest attacks.

The publication also highlighted several visible features of the newly deployed system. Images from the footage appear to show a protective metal cage structure mounted above the vehicle’s cabin, a modification commonly observed on Russian military equipment operating closer to combat zones.
Defense Express suggested this could indicate that the system was transferred from frontline or near-frontline areas, although no official confirmation of its origin has been provided.
The outlet further reported that the launcher shown in the footage did not appear to carry a full missile load. Based on available imagery, at least two missiles were visible on one side of the turret, compared with the system’s standard six launch tubes per side. However, the exact number of missiles loaded on the opposite side could not be independently verified.
According to Defense Express, the refinery is already protected by multiple layers of air defense deployed around Moscow. The reported appearance of an additional Pantsir system near the facility may indicate efforts to strengthen protection of critical energy infrastructure following recent drone attacks.

The Moscow Oil Refinery has been targeted multiple times during the war. Ukrainian long-range drone operations have increasingly focused on Russian military, industrial, and energy facilities located deep behind the front line, including sites in and around the Russian capital.
Recent attacks have also prompted reports of Russia reinforcing air defense positions around key infrastructure and strategic locations across the Moscow region.
