Russia Plans Scenarios for Kyiv and Chernihiv Operations, Ukrainian Intelligence Says

Russian political leadership has instructed military commanders to draw up potential operational plans targeting Kyiv and Chernihiv, according to Pavlo Palisa, Deputy Head of the Office of the President of Ukraine.
Speaking to reporters on August 29, as reported by Suspilne, Palisa stated that intelligence verified across multiple channels confirmed the directive.

Palisa emphasized that the Russian military was tasked with planning and preparing potential scenarios rather than launching an immediate offensive.
In response, the General Staff of the Armed Forces of Ukraine has developed defensive countermeasures and tactical responses for each potential scenario.
"I ask you to note: to plan and prepare. That is, indeed, several options were considered there. Accordingly, the General Staff of the Armed Forces of Ukraine has developed possible options for response, defense, protection, and counteraction to these measures," Palisa said.
Ukrainian intelligence currently sees no indication that Russian forces are assembling offensive strike groups in those directions.
"The priority task for us is to prevent the creation of conditions for the Russians to be able to start any offensive actions at all," he added.
Ukrainian intelligence detected signs that Russia was preparing a new wave of mobilization immediately after the staged State Duma elections on September 21, 2026, likely in the first days of October.
The campaign was expected to involve between 300,000 and 500,000 new recruits. The underlying reason behind this politically costly step for Russian leader Vladimir Putin was the failure of Russia’s recruitment system, as the contract-based model that had sustained the Kremlin over the preceding two years was no longer keeping pace with battlefield losses.
