Russian Forces Ordered to Escalate FPV Drone Attacks on Civilian Targets in Zaporizhzhia

Russian occupation forces have received orders to escalate FPV drone attacks on civilian targets in the city of Zaporizhzhia, Ukraine’s Main Intelligence Directorate (HUR) reported on June 18.

According to the intelligence assessment, Russian commanders are specifically demanding a rise in attacks targeting civilian infrastructure in Zaporizhzhia, with orders to strike “any civilian objects” in the regional center.

To facilitate the implementation of these plans, Russian occupation units are being promised increased supplies of FPV strike drones.

“The order to intensify terror against Ukrainians is further evidence of the anger and dissatisfaction of the leaders of the aggressor state of Russia over its continuously rising losses, as well as the lack of any results on the battlefield, including in the Zaporizhzhia direction,” HUR added.

The reported escalation in FPV drone orders comes amid a series of recent strikes on residential areas in Zaporizhzhia, including a June 8 Russian drone attack that killed two people and injured 24 others.

The strike hit a residential neighborhood, with civilians inside their homes among those affected as Russian forces continued attacks on populated parts of the city.

Zaporizhzhia Regional Military Administration Ivan Fedorov initially reported five injured, but the number later rose to 24 as emergency services continued operations at the scene. He confirmed that two people were killed, while all of the wounded were receiving medical treatment.

Overall, more than 2,000 civilians were killed or injured in Ukraine in May 2026, marking the highest monthly civilian casualty toll recorded since April 2022, according to a report published on June 12 by the UN Human Rights Monitoring Mission.

The mission confirmed at least 274 civilian deaths and 1,763 injuries over the course of the month.
